The short answer is; you can't.
I just had my lift serviced this week with new cables, pulleys, and belts, and the guy went into detail about fore/aft tilt. Before the servicing, I had a 6" tilt, and he changed it to a 3" tilt for better operation.
If you want to change the tilt, the best way is to replace the cables, and give the desired tilt.
A cheaper way would be to remove the boat, lower the lift completely so that all the cable is out, disconnect the aft cable from the bar, lift the front one, maybe two turns, then reattach the aft cable, and lift it.
You'd need to do each side (port, starboard) individually, and you'd need another person to help do this, each person aligning/feeding the cable to the bar. You'd also need to keep the cradle up with straps or something while doing this (you stand on the cradle while the bar is wrapping the cable. The cradle stays where it's strapped, and when the cable starts to lift the cradle, you're done with that side. You also need a person to operate the switch, or some duct tape to keep the switch engaged.
It's not as difficult as I'm making it sound, but it is a PITA.
If your cable have any kinks or frays, I'd recommend just replacing them, and having the needed tilt installed at that time.
