boat paint/gelcoat help???

first what is that sparkly paint you see on some really nice vintage boats??? where can i buy it? what should i know about refinishing a fiberglass boat? like, sanding, sealing, priming, painting, gelcoat??? any help is appreciated!

It's called metal flake.
