Close to 200 is not too bad considering 180 is close to 200

Does the temp go all they way up?

Does the engine actually overheat?

Has it or does it get used in salt water? Could be plugged manifolds and risers.

As dubs mentioned, new impeller plus old gaskets could cause an overheat. Sucking air. When on plane, the raw water pump is out of the water.
Have a look at this Mercruiser Service bulletin from 95. It's still true today.

i leave the trim all the way down.

Then trim it up............. You are plowing through the water, trim it up and get on plane.
Find someone to teach you how to use the trim.

If you spent $2500, was it on labor? If you spent it on labor, then the mechanic owes you some change if the problem is not fixed.

Have you told hime the problem is not fixed?
