boat sat steering frozen

hi doing winter project. have boat outside at local marina steering frozen. its 89 glastron carlson css 19ft. power steering.. could it just be the cable or can it be in the rack ass. any input would be nice. as i got new motor to install soon..with p/s can yoy turn the steering wheel or is it like a car while not running. i wd 40 it all up no help

Disconnect the Cable at the Tiller End,.........

I'm Guessing this will indicate that the Cable is Junk,.....

The Complete Cable,+ Helm is Only a few Dollars more than the Cable Alone,......
It's the Only Way to Go........

bond o i was thinking that also if done should the drive be able to move right to left???

If you disconnect the cable from the arm, the drive should swing easily.
If you still can't turn the wheel, disconnect the cable where it attaches to the aluminum tube thru the power steering unit. If you can turn the wheel with the nut backed off the cable, the cable is probably frozen in that aluminum tube. Heat and penetrating oil will free it up to remove it and clean the tube.
