boat shutters while at slow-wake speeds

its just an unhappy situation that has everyone say...did u feel that?

What i've observed is that while say slow-waking, motor under load, an obvious shutter periodically travels the length of the hull. I dont feel anything at WOT or at no-wake speeds.

What might be some of the causes of a low rpm shutter?

My thoughts are:

a: at low-rpm under load, an engine misfire is simply being amplified due to the constant load on the motor. If thats so, then an electrical issue exists since its erratic? From a probability standpoint, where would I start looking.

b: there is high-resistance from the lower-unit/prop that engages, then releases? probability: IMO low.

c: deep internal crank-bearing issue?

Knowns:
- motor: 1995 88SPL w/1989 powerhead
- psi: 120+ all cylinders (checked yesterday)
- carbs: both removed and cleaned (last week)
- link n sync: (yesterday)
- splugs: all firing (checked yesterday)
- timing: set last week
- prop: 13.75x15 SS (looks to be great)
- boat: 1995 17' center console

Possibly it is an unbalanced prop or the prop is loose on the shaft. If you have a spare to try, that would be simple thing to try first.
