Boat won't go into neutral (ESA 1/2 Working)

My boat will not go into neutral. After doing some reading, I checked the Shift Assist Module. When I press the button with my finger the motor stumbles, so that portion is working properly. I think my problem is that the button is not being pressed automatically when I try to shift into neutral. What is suppose to press the button when i go into neutral? I don't understand how the process work and I don't see anything that would press it. I also noticed that their is a silver arm that rests on a metal plate with notches in it. When that arm is in the middle groove, then the boat goes to neutral. Most of the time the arm will not fall flat into the groove and I have to wiggle the throttle back and forth to get the boat to go into neutral and then the arm falls into the center of the groove. It's like the arm gets stuck at the top of the right groove, but it won't go into neutral until it's in the center of the groove. I hope someone can make sense of my problem. I have a 1992 OMC 3.0L w/ omc drive. Thanks for any help.
