Some will argue.----I would pull the starter apart for inspection and ohm test from commutator to the shaft.----Should read infinity on a digital meter.------Inspect battery cables .-Have battery load tested.

Post a video clip to Youtube when it's cranking - the pros can tell if it's spinning fast enough to spark. Save you tearing it apart unless you have to.

ok so its definetly cranking fast enough, cause it usually starts when it cranks fast like how it is. im gonna have somebody test my power packs...

How did you by-pass the kill switch?
By-passing sort of implies shorting out, if that's the case it will be difficult to start as you need to disconnect to 'by-pass'.

The CDI website gives you some basic checks before you have to get your multimeter out.
Four Cylinder Engines (Without Quick-Start)
1978-1987 85-140 HP Dual Power Pack Engines
Service Note: Please use the Factory recommended spark plug (currently Champion QL77JC4) gapped at 0.030?.
NO SPARK ON ANY CYLINDER:
1. Disconnect the Black/Yellow stop wire(s) AT THE POWER PACK(S) and retest. If the engine?s ignition has spark, the stop
circuit has a fault. Check the key switch, harness and shift switch.
2. Disconnect the Yellow wires from the rectifier and retest. If the engine has spark, replace the rectifier.
3. Check the cranking RPM. A cranking speed of less than 250-RPM will not allow the system to spark properly. This can be
caused by a weak battery, dragging starter, bad battery cables or a mechanical problem inside the engine.
4. Inspect and clean all engine and ignition ground connections.

Ok so i found out how to get my motor started. The high speed idle needs to be fully open and then it will turn over. Them when its warm it will start with the lever down.

Are you also pushing in on the key (activating the choke/primer) while cranking? Sounds like you've not familiarized yourself with the cold and warm start procedure.

For the record, here's how to start your motor:

Cold:

1) Connect fuel line and pump primer ball until it is firm
2) Raise fast idle lever to the top
3) Press ignition key in while turning it to the 'crank' position until the engine fires
4) Press ignition key in using brief 'taps' to keep adding fuel while the engine warms up, gradually lowering the fast idle lever until it will run with the lever down

Warm:

1) Raise fast idle lever part way
2) Turn ignition key to 'crank' until motor fires
Usually no need to pump the primer bulb or press the key in unless you've tilted the motor while warm and the carbs drain.

Terminology that is helpful for diagnosis:

1) "Crank" means you're trying to start it using the key. Starter motor engages and spins the engine.
2) "Turns over" means the engine spins when you "crank" it
3) "Starts" means it runs once you release the ignition key from "cranking" and "turning over"

Yes i do push in the key when starting. Anyone hve a link to where the procedure to adjust the fast idle lever is? The cable is tight, yet when i open the lever all the way the advance timing thing under the stator dosent move.

Does the cable move at the engine side when you lift the fast idle lever? Is the throttle arm all the way back against the stop when you're in neutral? Can you get full throttle in gear and engine off (you need to rotate the prop to let the shift dog engage)? If no to the first question and yes to the second and third, you may have a problem inside the control box.
