boat wont start

i am trying to get my new to me boat up and running after it being in the shop for the last year i just changed the oil and wanted to run it on muffs. cranked over and over to no avail. i was told it was watertested yesterday and it ran great. where would the line

97 four winns horizon qx with a omc 3.0 and sx out drive

i just had transom redone motor coupler yokes gimbal bearing and trim sending unit replaced they told me it was water tested yesterday. i just changed oil and filter and went to fire it on muffs and all it will do is cranked there is a plastic line running up to the carb with a zip tie on it but it is connected to nothing wondering if that may be it and where it would hook up to

I only suggest this because it just happened to me 2 weeks ago... My killswitch was slightly worn and while it was still "slotted" it was no longer holding the safety button down.

Sat in the middle of the lake for 30 minutes before getting to the bottom of it.

Not sure what it was got it to run 20 min on muffs may have flooded it but it did run and also ran it for 30 seconds after with nothing kicked off on two turns

Hopefully she is water worthy after 5k and a year I would love to get it on the water
