Boat wont steer right

I have an 85 larson with a omc stringer 400. I believe I bought the boat for a decent price and it runs but now it won't turn to the right. I like learning new things and this is my first boat I'm egar to fix it and learn just need some help getting started. The first picture is the position I left the stern in when I parked the boat. The second photo is how far it will turn to the right. I also included a video of the steering cable under the helm as I turn it. Again first boat really wanna take it out before summer ends just need some guidance from some boating pros.

Disconnect the cable. Then determine if the problem is with the steering wheel or the foot of the outdrive. Once you know that, you know which one needs some force, penetrating oil and/or some further inspection.

Okay, thank you. I figured that's what was necessary, but wanted to make sure I wasn't over looking something that someone with more experience would see and go yup that's it.
