bogged down 1969 40 HP evinrude

I have 1 1969 40 HP evinrude that runs fine in a trash can of water but won't develop any power or RPM's when in the water under load. I have 50;1 oil/gas mix, J6 plugs at 0.030 inch, cleaned carb especially high speed jet, and checked the fuel filter. Someone said I need to adjust the shift cable to make sure the shift lever on the motor is all the way forward????. Anyone have any other thoughts as to why it won't develop much power under load??? Any help appreciated.

Might run a quick compression check. the only thing I can think with the shift cable is that it does not let the throttle cable advance completely unless it is all the way forward. Also, might want to see if the bulb is hard when you are trying to run fast. If not, pump it. If it picks back up, you might have a fuel pump issue.

you could also be having ignition problems. check to see if it is firing on both cylinders, and that each lead is able to jump a 3/8" gap with a nice blue arc.<br /><br />Also, put a new kit into the carb, don't tryand re-use any gaskets. You may be running too rich due to the gasket for the high speed jet not sealing properly.

Good Afternoon
Its reasuring that I'm not the only one who has the same problem I also have done the trash can thing but will not run in the water. My motor seems to miss and blow fuel out a hole under the carb. I have also done new plugs and fresh gas. What is the mixture for this motor? I brought this with no knowledge of the fuel mixture. I was surprised that it fired up after three years with just a new fuel line and a carb cleaning. I also have a soft bulb.
