Bogging between 2k-2500 rpm

So of course I spoke too soon about the boat running great. I've had it out everyday for the last week after the alt conversion and have gone at least 100 miles on it, including some slalom skiing without any problems. Today after fishing (a few croaker and a couple of good sized cats) I noticed it surging/bogging on the way back. The gas gauge was reading 1/2 tank, but I'm not sure how accurate it is--like I said, I went a long ways and had only put 10 gallons in, and wasn't starting from a full tank. Got home and put another 10 gallons in (27 gal tank) and took it back out. Started fine, but had some hesitation if I accelerated quickly. Continued to bog between 2k-2500 rpm, but if I hit the gas above that, there was no hesitation and it pulled strong and ran fine to 4k rpm. I went maybe a couple of miles, and the behavior continued. So I'm thinking it's a fuel problem, wondering if I got lower than I thought and either sucked up some junk or water. I'd check my fuel/water filter, but I still haven't got around to installing one :facepalm: However, I'd think that if it was water it wouldn't depend on the fuel level (should be sucked from the bottom of the tank first, right?). Anyway, what should be my plan of action here? Oh, the carb was newly rebuilt in the off season.

I guess the basic questions are:
1. Why am I only having problems over a narrow RPM range? Particularly, why does it run fine at higher rpms?
2. After checking my fuel filter, would any contaminated fuel issues eventually work themselves out with fresh fuel in the tank?
3. My old carb is awaiting a rebuild at home. I can do that before I return to the boat next week. Would just swapping it out be the simplest troubleshooting step?

I know it could conceivably be ignition related, but doesn't feel like it. I have new plugs/wires on it, timing's good. Dizzy cap/rotor were replaced at the beginning of last season, electronic ignition and coil are a couple of years old. I'll replace the cap and rotor to take that out of the equation.

I rebuilt my old Carb, changed fuel filters and the problem seems solved (at least this one...). I am having some minor starting issues that I think are choke related, but I'll start a new thread. Boat now gets out of the hole great, no bogging, and I got it up to 4200rpm/45mph before I felt like I was pushing my luck.
