Bogs down at WOT

I have read many posts and am trying it all. Rebuilt the carb on an Evinrude 1970 25hp Sportster model 25002c. I did not touch the high speed in the carb except to blow it out. New low speed needle valve and seat, and the repair kit. Starts and runs fine at idle, half, and 3/4 throttle up to WOT then its starving for gas. Picks up if you pump the bulb. Replaced the entire fuel line, bulb, filter, connections, NEW fuel pump, all fuel lines on motor, plugs. Last year new coils, wires, condensers, points. I'm lost what to do next. I have the repair manual too. What on earth am I missing. Could the new float and seat be hanging up and not filling the bowl. Your advice is welcomed. Next is replacing the new parts?

Pull the fuel line off of the carb when it's running and see if the fuel pump is pumping fuel to the carb.

Embarrassing update. Maybe it will help someone else. It is quite possible, 50 / 50 chance, that a fuel float can be installed upside down. I have the proof. I removed the carb and emptied the bowl which had maybe 1 stinking ounce of fuel in there. This should be a major clue! Took it out and, voila, started with a half a pull, never stuttered and ran flawlessly. Go figure, huh?
