Bottom Paint

We have a 23' Sea Ray moored in salt water. The barnacles are taking over! The hull originally had a green ablative paint on it, but is now pretty well gone. How do I determine what paint was on it and/or what new paint should I use? Should I take all the old off and start over? Also, how about the out drive and trim tabs? Do they get a different paint? We're getting a boat lift, which will help the barnacle problem, but now the hull looks like %$*&!
