Bought a used lower.....no idea if its in gear or not

I bought a used lower for my Alpha 1/Gen 1. I've always but the remote into forward when taking off the lower but I don't know if this used lower is in gear or not....can I tell by just turning the shaft? If it spins in both directions, can I assume its in neutral?
