Read this entire post:

Somewhere in there there's a post about some company that will do the paperwork to register the boat in their regulation-lax state, then basically (on paper) sell the boat back to you (or give you the lax-state's registration papers in your name, or something like that) for registering in your state.

A little later, another post tells you how to do it yourself. Basically registering the boat in an 'easy' state, then bring that state's paperwork to your state, which supposedly will accept the easy state's paperwork. This sounds safer, more legal, and more likely true.

I have no knowledge of the truth or legality of any of this, of if that company is a scam, or what. Just passing info.

In Texas its the Parks and Wildlife that deals with boat titles, DMV deals with trailers. You might have to give both a call. Good luck.

Couple of questions was the boat registered in the previous owners name? If it was have him give you a noterized bill of sale. That may not be the only paperwork needed though but its a starting point. check with fish and game thats who does boat reg. in NC. There are several options in my state some with more hoops than others. The first thing is to find out your options, pick the one that fits your situation best. The money has already changed hands so now you have to deal with it.
