bow cleat on Key West 15

I have a great little side console (1993) Key West 15, and the bow got wedged under my dock at low tide and when the tide came in it crushed the nose a little and goobered up the 2 screw holes that affixed the bow cleat. Is the area under that cleat solid, i.e., can I relocate the cleat up or down an inch or so and just re-attach, or is there a hollow area under there? No access from the front storgage hold.
