Bow platform with ladder?

ON WFN I saw a boat that had a platform on the bow, kinda like a poling platform but it had a lower platform about a foot high or so, then a ladder that went up to a second platform 4-5 ft high or so with a railing of some sort.

Does anyone know what this is, or where they can be found? Is it custom perhaps?

Where I'm at "a small drinking village with a big fishing problem" the platform is homemade and they use them for cast netting baitfish (mullet)
