If the boat has sat for 21 years. You have a lot of work prior to any splash.

Your fuel system will need to be completely pulled apart and cleaned . The tank will need cleaning, the carb will need to be rebuilt

Your ignition system will need to be serviced

Your drive will need to be pulled apart and a new raw water pump.

Your drive will need to be pressure tested

The motor will need to be inspected, new fluids and filters

The hydraulic fluid in the trim system will need to be replaced

The trim tab system will need service

The hull will need to be inspected for rot

The trailer will need new wheel bearing seals and the wheel bearings regressed

The trailer brakes will need to be serviced/replaced

The tires on the trailer will need to be replaced

Then you can worry about the one hose we have no idea that you are talking about

Chefkelly91- those old Tollycrafts were solid boats. I considered one about 20 years ago but the deal fell thru. I assume yours is a straight shaft inboard, not a stern drive?
Listen to Scott, he’s right- but there’s no reason you can’t pick away at the renovation and prioritize the tasks as needed. Lots of systems need to checked out but the trailer needs to be good before you can splash so that’s the first.
If you can post an image of the engine we should be able to help ID the hose location. I’ve got twin inboard 350’s.
Hope you have success getting it back in the water before too long.
