Brand new Suzuki 9.9 Hp outboard will not start

I ordered a suzuki 9.9 HP manual start outboard online as the nearest Suzuki dealer is 300 miles away. I went with Suzuki because I also have the 115 HP Suzuki on my Lund. Anyway I mounted the motor went through the start proceedure and pulled the rope at least a hundred times. Never really even acted like it wanted to start. I checked spark and that seems OK. Not sure about fuel. There is fuel in the line up to the carburator. Maybe the fuel in my boat tank is bad even though I put stabilizer in it last fall. My question is how do I get all the fuel out of the line and carburator? Any other advice on why this brand new motor will not start?
Frustrated.

Can you remove the fuel line to drain it? There should be a drain on the carb to get the fuel out of it. Are you sharing a fuel supply with your main engine? If so does the main engine start and run on the fuel? How old is the engine you bought? It may be new to you but it could have been built a year ago. My boat engine combo is a 2003 boat with a 2002 engine that was actually built in 2001. When you pull the rope does the engine feel like it has compression? I would remove the spark plug hold a finger over the hole the spark plug came out of and pull the rope and check for compression.

I did get the fuel out. Found the drain screw in the carburator. Seems to be getting spark. Not sure it is getting enough fuel. After pulling the rope a few times the plug on the top cylinder is wet, but the bottom cylinder seems dry. Hate to pull off the carburator on a brand new engine. Actually built in 2012. Maybe a a screen or jet in the carb is plugged? Suggestions?

Remove sparkplugs ----put a few drops of fuel in each cylinder.----Install sparkplugs.-----Pull the rope.----See what happens.

you may have just flooded it take the plugs out and dry them with a lighter get you a can of starting fluid when u put plugs back in with the choke off spray just a little bit in carb then try an start it see if it trys to run

Not familiar with that specific motor but I'd start with the basics. Verify the choke if fully closing when attempting to start.Double check the kill switch position.Spraying some starter fluid would be worth trying after verifying choke operation and on/off switch position.Fresh fuel from an aux tank,if practical, wouldn't hurt to try even though stabilizer was added to the boat tank.I would try to keep things simple when troubleshooting seems unlikely there would be a problem with the carbs on a new engine and you don't want to introduce one.

I got it running and I think the fuel I first used was bad. Even the fresh gas which had 10% ethanol did not want to make it run. I added fuel treatment for ethanol mixed gas and that seem to make a difference. It still took a while as I believe there may have been a lot of fogging oil in the cylinders put there because the engine had been stored for a while before I bought it. From now on I will be treating even fresh gas at least until the engine is well broken in. Thanks to all who provided advice.
