Brand new water pressure gauge stuck...or just sucks?

Got a bob's jack plate installed on my flatbottom this week, with yamaha water pressure gauge (needle). First time I ran it yesterday, needle didn't move from 0 until under way. Then it moved to 11 psi or so for about 20 minutes. Plate (an therefore engine) was all the way down w/ engine peeing strong.

I started working with jackplate, trying to find best setting for running through flats. Once I did this, the needle moved back to 5 or 6 psi, engine still peeing strong. I put plate back down fully, engine still peeing strong, no change in psi. When I killed the engine at end of day, needle didn't move from 5.

Today, while running with plate at all different settings at different speeds, needle barely moved from 5, sometimes down to 0, sometimes to 8 or so. Engine peeing strong, never overheated, etc. Basically, engine seemed like it was running great all day. EXCEPT, occasionally when starting engine back up, I'd have to take it out of gear and rev it up to get it peeing again. I've never had to do this before, but I've also never been in this shallow of water with intake so close to weeds, etc.

Can these gauges get plugged up easily, or just quit working after 10 minutes? If so, is there a quick fix to reset it while out on water? Or, is plate truly affecting pressure, even though engine shows no signs of not getting enough water?

Who did the installation? The gauge works from air pressure, not water pressure. There should not be water all the way to the gauge, if there is, then it is probable shot. Remove the hose from the back of the gauge and blow air backwards to clear the line and try it again.
