I installed the tube today. Aftermarket by Redline. Anyone have it? Any good? It was easy to install. When the drive is all the way down it barely slides over the housing but I guess thats the way it is.

Yep, that's exactly the way mine fits. Pretty simple, not much to it!

Why does the grounding clip have to be in a certain spot?(per owners manual-not sure how important it is)

Can't tell you about any difference in sound. Mine's always had the tube. I personally would be real surprised if you saw any difference in performance with a stock motor.

Never thought about the clip position. Only thing that would make sense to me is if the paint is removed there on the housing at the spot where the clip touches.

I thought all B3s had the tube on them from the factory? So your won't make it any louder or increase its performance. If you actually had a bellows, it'll sound "different", but not really "louder". You'll really notice when you trim it up some at cruising speed and the drive comes away from the tube. Performance shouldn't change, really.
