Bravo drive: Clamping Muffs

I've got a Bravo-I drive on a 23' boat.
Running it on muffs, last year I made a "newbie" boater mistake and managed to smoke up one impeller.. I was working on replacing the impeller anyway, but the lack of water managed to crack the raw water pump case.
Yes, I cleaned out the impeller bits. I caught it fairly quickly, only one broken "arm" of the impeller.

Just finished up some winter need-to-dos. I want to avoid this again, so I pulled left the new raw water pump disconnected and hooked up the muffs. Turned on the water pressure. No water to the pump.
I ended up messing with it for a while and put another clamp around the metal frame of the muffs. This creates more clamping force on the drive.
Doing it this way I get a steady stream of water to the pump.

Questions:
1) Is this normal? (having to clamp the muffs)
2) Correct operation if we're flowing water is to see water out the exhaust - regardless of being up to operating temp or not. I've got one of the Corsa systems - non-selectable, so I have both through hull and out drive exhaust.
I'm expecting to see water out the through-hull with the boat running.

I do not have to do anything special to my "muffs" to get them to supply all the water I need to my Bravo impeller pump. I have the thick plastic muffs, though, not the metal kind. And they fit tight over the outdrive and holes.

Water should be coming out your exhaust all the time, when the motor is running.
