Bravo one lower with loose washer and shim SEE PIC

I just bought a bravo one lower for my boat. When I took the outdrive out of the packaging these were loose I found the diagram and I know in which order they go in I think but I don't I know how it secures to the outdrive does it need to be pressed in? Everything seems to be there. But I can take it out just as easily as I put it in.

They fit loose and the o-ring holds them in place when you bolt down the upper.
