Briggs 5 hp outboard governor spring?

I have a 5 hp briggs outboard I just rebuilt. Does the governor have a spring or does it have an adjustment? My throttle does not go back.

If it has a spring where does it hook up too?

Or if there is an adjustment how do I go about adjusting it so the throttle snaps back?

no governer as in air flap ..electronic governer that box next the carb. return spring for the butterfly in the carb must be part of carb ..mine does not go back when not running but does when running...you dont want it going back when running ..holding it at full chat will give you white finger in under 3 min..!!!!!
