Briggs/Stratton 5HP RPM Question

Hi There! Just purchased a new Briggs/Stratton 5HP air cooled outboard, followed all the setup and starting instructions. After starting the only time the engine runs at a steady rpm is at idle, the higher the throttle the continuous flux in rpms, If I may brmmm--brmmm--brmmm, get it. Also why does the prop sin while it is in neutral, all comments welcome.

Don't know if these have a gouvenor but it sounds a little like it is hunting.
Usually caused by a lean condition.I believe these also have a rev limiter.
Perhaps it is defective.See if it responds to a little choke.
Should be covered by warantee If you can find a dealer that knows these motors.

!`m new here alos,but I was wondering if the RPM`s are flutuating when it`s pushing a boat up the lake,or just sitting in neutral?I`m guessing you probally ordered thru Cabellas or other catalog,so returning is a bit costly?

That is a lawn mower engine. Lawn mowers do that too, when the carburetor is out of adjustment. Also wondering about the previously asked question...is it on a boat in the water, or not.
