Broke skeg off, now steering is locked.

Hello fellas, I am new here. I have a question regarding my 1987 Four Winns Horizon 170 (Cobra engine, I believe 4.3L). I am just getting the hang of boating, and I bought this old guy to get out on the lake. The other day I was pulling it in, and I forgot to put the motor up. The skeg broke off (I replaced it with a stainless steel skeg guard). Now I took it out on the water again today to see if it was alright, and the engine runs, though some of the cable connections on the left side seemed to be shaking (I am not familiar with boat engines, so I can't say what it is exactly), and the steering wheel was locked up. I tried to force it to turn, because at that point I was out on the water, but it didn't appear to even be connected to the engine, and I may have broken something in the steering wheel, because it was locked up. It does not want to turn.

Any advice? What is going on with my boat?
