broken bolt exhaust housing

i have an 86 15hp evinrude and when trying to inspect the water and exhaust rubber grommet for the upper water tube i twisted on bolt off the one that is next to the exhaust tube. it was corroded and i should have know better than to use force. my question is do i really need to remove or can i get by without much ill effect by just having the other three bolts down tight. i tried some liquid wrench soaked on it for a couple of days and i couldn't get it to budge there's only like a quarter inch of mashed bolt left. if you guys have any ideas about the best way to remove or do i just try to drill it out as center as possible and try to knock the threads loose? any suggestions would be appreciated.

*** i guess they are both called water tubes it broke off next to the short one

Not sure which bolt you mean.

I always use heat to get bolts out, get them hot and then give them a bit of a whack. Its normally corrosion/oxidation in there that melts under heat. You just dont want to get it too hot a itl melt the housing.
After ive whacked it when hot i then let it cool and then i heat the housing around it so it expands and make removal easier.

Depending where you mean you might get away with three bolts, heating can damage parts around it including the gasket so unless you plan to take out or four bolts be careful about it

yes i operate in saltwater exclusively i always flush except when my motor died on me and i had to be towed in

unfort pic hasnt loaded, this site has tech problems at the moment.
the salt spray will get into those bolt threads eventually even with a wash up afterwards.

hard to say if itl be ok, you could try a bit of heating and whacking and then going in carefully with a left threaded dill bit

Yeah thats weird, the weirdest is why its taking them so long to fix this site.

i got the bolt out now i'm confused on how to install the new grommets that i have gotten for the water tubes what direction do i install them its hard for me to describe ill try anyways it has a smaller hole on one side does that part go against the block or does the other larger hole go against the block both ways leave a little bit sticking out above the exhaust housing
