Broken steering

I have a volvo penta steering system on 2005 Striper 2901 with twin D4-210 engines. I don't have any steering - my steering wheel free spins to the left and right without the outdrives moving at all. My steering was very squishy, and I accidentally overfilled the power steering fluid - moved the steering wheel back and forth too many times, and now I have no steering at all. What did I break, and what can I check out to fix?

If so, is the cable movin',..??

I don't think I have a cable. I have 2 hydraulic lines from the steering wheel, and I have hydraulic lines from the reservoir that go behind the starboard engine. I can't seem to find a steering rod or cylinder.
