I have some brown oily residue inside my cowl, on the lower cowl part onthe left side (beneath starter, etc). It appears sprayed droplets. Cant find where it is coming from, everything on the block seems clean. My motor also is hard to start after sitting sometimes, but runs fine.

I am used to just hitting a key and having the motor start up even after sitting off for 1-2hrs, this motor doesnt do that anymore. I am wondering if it is related? And where the oily residue is coming from.

Look for disconnected or split vacuum lines going to the rear of the carbs.

OK, I found the lines. They appear clean and in good shape, near as I can tell. they are not oily or such. I cleaned the area and went and ran boat. some came back. It appears to be concentrated under left cylinder head or slightly in front of that. Its hard to tell with all the wiring, etc. I did soap test on this and got no bubbles though.

Does your motor have tilt & trim? If so pull off the relay box and look on the block behind it. There should be a s,mall diameter recirculation hose stuck on a brass nipple to the cylinder. If that hose is off or split you will get fuel spitting out the end of the hose.
