Bubbles in Fiberglass patch

I bought a beautiful 1978 Dusky CC 20ft that had a fuel tank replaced by the previous owner. The problem is there are small dime size bubbles that keep appearing in the paint or fiberglass and they appear to be leaking a brown liquid (does not smell like gas). The previous owner said he had all the fuel removed and it was said to be a problem with the materials used in the fiberglass. Any ideas?

It could a couple of things causing the blisters, post a pic if you can.
