Built in Gas Tank

I have a built in gas tank on my boat and it doesnt have an anti siphon valve on the tank The line at the gas tank,you cut the connection off and run the straight hose to the fuel pickup tube which all it is is a tube that runs the height if the gas tank and the other end has a connection for air and fuel that connects to the engine. Would this be causing a fuel delivery problem?? The bulb stays hard all the time once you pump it up

This is going to sound like a carb problem but its not. 87 3 cylinde 60 hp johnson. Has a built in fuel tank. It connects at engine with the J/E connector but at tank you cut the connector off and just hook hose to a nipple that is the pickup tube. Symptons Compression 135 all 3cylinders ,Bulb stays hard,Timingset correct and timer base not sticking,Strong spark on all 3 cylinders,all new fuel lines with no air leaks or kinks,new champion plugs ql77jc4 gapped .040. Engine starts fine but when put in geat stalls,right before it stalls push in key switch couple times and takes off and runs fine.Bulb stays hard you can run WOT all day at 54oorpms with no problems going 42 on a 16 foot bumblebee,prop is 17 pitch.If youre running full throttle and back off to say 10 mph and punch it again it doesnt bog and runs excellent. SHut motor down fish awhile start back up(starts fine) and give it throttle it stalls,but as its stalling push in key switch couple times it takes off and runs fine. I know this sounds like a carb problem but they are spotless,with new jets on all 3 carbs 25 on low speed fixed jets and 54 on high speed jets. Cleaned with special attention taken towards the tubes that run thru carbs. All i can think if the fuel pump. ANy ideas?? Its nothing major and a small problem but its got me puzzled. Just thinking maybe its the way the fuel line is connected to tank,and its vented properly with no blockage.Lync and sync set by the book and played around with different settings on cam roller to see if it changed any with no result. Cam roler is barely ser off bottom mark on cam
