Bunk Not Touching Boat

I got a new aluminum boat last fall that came with a trailer with 4 bunks. One of the outside bunks is not even touching the boat so I thought I would remove the bolts and snug it up against the boat with a jack and use a couple of washers as spacers.

Is snug against the boat good enough or should I try to jack until I'm sure that that bunk is carrying some of the weight? I was a little afraid that if I jack too far the boat might shift and bad things would happen.

If the bunk is doing nothing but going along for the ride it is not adjusted right. The keel is the strongest part of the boat so it should sit on the rollers. The bunks support the boat laterally and it certainly ok to have the bunks take some of the weight. Do the adjustments with the boat off the trailer. Take tools with you to the ramp and adjust it there.

Is it possible those bunks are guide-ons, not meant to support the hull? A picture would help.
