buying a boat how 2 chq registration

I just got onboard so i'm new at this. I'm looking to buy a boat from the US but obviously I don't know the true condion of the boat (physicly and internally) even though the picture looks great. He did give me the serr# and another number all I want to do is to see if this boat isn't stolen or have any big problems with it.

Can someone please help me maybe with a website.

Most (if not all) states have a law enforcement website where you can enter VINs, hull #s, firearm serial #s to check for stolen items. Pick the states government website where the boat is located. Haven't seen or looked for one but the feds should have one also.

a lot of states are title states, issue titles for boats, others just register them. seller must produce title or registration in his name for me to buy.
