Buying a boat Need help

Thinking of buying a 1996 Glastron Tri Hull, open bow. Everything works, gauges, horn, lights, sump pump, tilt, trim etc. Comes with a 1996 Nissan
90hp outboard. Had the motor running with muffs. Sounds good. Only problem is steering mecanism is almost ceased. Takes a lot of muscle power to turn Will steering loosen up or can it be greased? I think it's a steal at $3,000.00?
New to all of this. Any help would be greatly appreciated.

Check nada for a ballpark figure on what it is worth.
As far as the steering goes, replace it.
Once they start to cease up, they are 99% on the way out.
Don't take chances, replace it.

replace steering cable. test run on the water. check for soft spots in the floor and transom.
