I have everything working correctly for my cable and pulley steering. I took it apart about two years ago. Question?

I thought there was a Rod that went on top on the steering hub (the part where I wrapped the cable around the drum) that keep the cable from falling off (a just in case thing). I am remembering it wrong, I can not find such a part laying around my garage, but I thought it was there.

Could have been, then again maybe not. Many of the old one's I'd seen didn't have one. The tension from the springs should keep everything tight.

When I set them up long ago I used to set the cables and pulleys so that they would compress the springs a bit when they were connected to the engine.

No rod on mine. Like bonz said - The spring tension keeps the cable wrapped on the drum. I set mine up with the springs in tension also. Wrapping the drum was fun!
