Cable and pulley steering backwards?

I have a 14' Starcraft (assume it is a 73) with a 40hp 73 Johnson outboard motor. When I turn the wheel to the right, the boat turns left. When I turn it to the left the boat turns right. The steering system is made up of cables and pulleys that run down both sides of the boat and attach to a bracket on the motor. Is it normal for the steering to be 'backwards' or should it be normal? If this is the wrong section mods please move. Thanks.

It is not normal!
I'd suggest that the cable is wound round the drum behind the wheel the wrong way .

The cable is wound correctly, it just needs to come off the TOP of the drum on the wheel. Depending on how much cable you have to work with you would need to either add or subtract a half wrap on each cable so that it comes off the top of the drum for each side. You can use duct tape wrapped around the drum to prevent it from coming completely unwound while you're doing this - removing the tape when done, of course. Make sure the cables are snug when finished, but not quite guitar-string snug.

Yup, that's the quick way to tell too.
I learned that one the hard way when I was a kid. Having the steering backwards on a hydroplane is not a good thing!

a bad feeling when you try to turn away from an object and result is heading into it.my case was also a 14 ft.alum.lonestar with 40 evinrude.I ended up under my aunts stilt house before I knew what happened.
