Cable bracket too close for comfort

I tried making a post in the steering forum, but didn't get any help. I have a new problem I discovered while hooking up my 1969 Selectric 40hp. I reused the bracket that was on my 1958 35hp Lark on the 69 and ran some new cable. Now my pulleys sit very close to the handle and rub when I turn the wheel. Can I use links or use a different pulley?

I have the "Anchor" as pictured in the second diagram. My pulleys have hooks instead of eyelets. Can I just space them out with a weldless ring? I'll get pics later.

Sure you can do that if it will fix the problem.
