cable problems

I have a 1974 ebbtide lakemaster with a 70 evinrude. when i purchased it there was no steering hooked up all the parts were there, or so I thought.
The pivot tube in the splashwell was broken so I replaced that. Then installed the cable. There is no steering link, the cable hooked to a bellcrank on the tiller.
Now the problem is if you tilt the the motor up it will bind the cable and bend the pivot tube. Would a steering link solve this pivot problem?
The other question is how do they measure the cable? from tip to tip, from tip to the casing end or from the casing end to casing end? Does anyone have a diagram of the proper setup of a steering link.

I could really use some help on this one.
