Cabrea EL30 Questions about year and serial Number

So I got a used boat with a old outboard. The outboard is a Cabrea EL30. I haven't had any luck looking for a service manual. I think the timing is off as it is having the starter pull cord snap back after a few pulls. I have checked the flywheel key and it isn't sheared, I ordered a new one anyway. But the issue I'm running into is I dont know what year it is or what service manual matches this outboard. I know Suzuki made the motor and it matches the DT30 model but I guess I have to ensure the year it correct if I order a manual so I can get the correct specs for everything from torque specs to timing information. The serial number is 3001-823617 and its a Cabrea EL30. I was hoping someone could tell me what year that serial number is from, and if you have a manual that matches that year for that model if I can buy the service manual or if you could provide images covering the timing and torque specs for the motor from the flywheel torque to the head bolt specs. I hope someone can help me out with at least the year based off the serial number. Thanks alot guys/gals

I have had some recoil pull start snap back, enough that it has taken a bit of skin off a knuckle. I have checked the key for the flywheel and its not sheared. I have ordered a new one anyway. I was able to get the motor to start and ran well once it was running. but the hard part is getting it to start. I had it running and thought I had the "dust" knocked out. So I took it to the lake and was unable to get it to start because of the backfiring ended up snapping the pull cord. I ended up ordering a new one and I noticed there was some bubbles coming from the gasket area where the head bolted on, so i ordered the new gasket set for the EL30 from brownspoint.com but the service manual the have for all EL30's is no longer available from them but I have read that it matches the DT30 Suzuki models but I need the year. Thanks again
