I have a 2004 Mercury 60 HP 2 stoke Bigfoot.
I have had the motor since new and have had no issues other than a starter last year.
It has started "hesitating" at about half throttle.
There wias a single event where it totally slowed down when at 3/4 throttle like I had driven into an underwater blanket or tarp. I even checked for that but nothing was there and I was in 50 FOW.
I removed the prop which has the original flo-torx ii sleeve and parts and original prop.
I don't see any major catostrophic damage to the sleeve but is does seem to have some rubbing at the end closest to the boat and the prop shows scaring in that area as well.
I was wondering if this type of hub can slip intermittently or twist at times due to its age?
Any help would be appreciated

I doubt it. The marks tell me that the hub is slopping around somewhat in the prop casting. I know there are later editions of that hub on the market to solve some issues with earlier designs. I think if it slipped once it will slip repeatedly, especially during the hole shot. A rubber pressed in hub can slip and reseat for a time till it occurs so often it won't lock in. Plastic to me would wear off the ears since your contact points are the lobes of the hub....square as I recall, tips wearing off then constant slip, vs the entire circumference and elastic nature of rubber hubs.
