can I fiberglass and/or plywood+fiberglass right over my peeling fiberglassed floor?

The fiberglass flooring in my boat is cracking and warping up off the plywood, the wood looks wet right now because I just sprayed out all the bees nests but its not rotted. However it is slightly spongy under a stomp. So my question is can I get away with just scraping the loose stuff off, sweeping/vaccuuming, then just fiberglassing over the top and then drilling out the floor vent holes(is that what those are there for? theres 2 on left and 1 on right) Or option2, after cleaning, lay resin, 3/8 ply,then fiberglass matting over the top of that then, drilling my floor vent holes and fibering them? Can I cover or plug those holes? Or could I fill them with spray foam to add boyencey? Or must I keep them open? My trandsom is all free of dry rot so is the rest but I want to add strength without adding weight. The boat will never see over 30mphs and it will be a flowerbed by next summer but I want to get on the water this summer. will adding wood be to heavy or will it help it float? if the wood is wet, the rot has started, it's just a question of how bad it really is. The only way to know for sure is it drill some holes to gauge the extent.

Vent holes? not sure what you mean by that. Some pics would really help us understand what you are facing here.

As for gaining buoyancy by adding wood (and/or Foam), you will - but only if the boat is filled with water. If the interior is free of water then the only way to increase buoyancy is to increase displacement. So technically, it the boat is water tight adding wood (or any weight what so ever) will make it sit lower in the water.

I agree. If it feels spongy, then it's likely full of rot. If you fiberglass over that the fiberglass with harden but won't adhere to the wood.

Give == rot. Replace the deck or you will be back asking a similar question a few months after you "fix" it. The simple reason is.. laying something on a peeling surface makes a brand new coating on a peeling surface. Works about as well as painting rust.
