I would certainly try, it looks like there is plenty of meat there to work with. You will need to remove broken bolt in the hole if there is one. It also looks slightly off center?
Start with a 1/8" drill bit after you center punch the steel bolt (if you can get it in there) drill it all the way through until you hit aluminum then step up to about a 3/16" bit and so forth. Dont go to big the final bit size should be about 2 to 3 sizes smaller then the broken bolt. Then use a small punch or a broken drill bit,grind it flat on one end like a screwdriver and chisel whats left of the broken bolt away from the original threads. Blow with shop air the broken bolt piece out of the hole.
Drill, tap and install helicoil per instructions on $19.00 helicoil kit. You dont need to buy the special 64ths drill bit like they want you to just go one size smaller ( standard every day drill bit), it will work just fine on this aluminum.
Here are some pics of the 12 or so snapped off bolts on my 850 water jacket and the helicoil extravaganza.
1) corrosion from salt water ate through both water jackets then jb welded from previous owner(s)
2) broken bolts.
3)helicoil kit and a couple drill bits used.
4) finished project.
