It can be re-sleeved if the aluminum is not cracked. But, by the time you buy a sleeve and have a machine shop install it, it is easier and probably about the same cost to get a good used block.
If the crack continues through the sleeve and into the supporting aluminum, the block is not economically salvageable.
Remember: You can do almost anything you want if you throw enough money at it, but at some point it simply becomes easier or cheaper to get another block.
Note that a 3 cylinder block is about 800 bucks new and a 4 cylinder is about 1200 so buying a good used one is the preferred option.
