can someone please giv eme some advice. 1984 70 johnson

the manual is getting me no were, the top carb had a good amount of fuel shooting in it..while i reved it up, ,,the motor is reving very high on its own, i start it, and it revs right to almost WOT, i put my hand over the top carb with the air box off,, it then settles and somewhat idles, when i take my hand off the top carb it revs right back up WOT and burps..someone please give me some advice..it is a 1984 johnson 70 horse::

Repack the carb, sounds like its flooding

Engine not running...... look into carburetor throats to observe throttle butterflies. All of them should be closed. Are they?

Timer base under flywheel should be in full retard spark position..... nowhere near the rubber spark advance stop bumper. Is it?
