Can you adjust the WOT timing on muffs?

'72 Johnson Anniversary Special 50hp
The service manual simply doesn't say anything, at least that I saw. It says take it over 3500 RPMS and adjust to 19 deg BTDC

Now my thoughts are telling me that 3500 RPMS at no load is not the same as under load.... And thus my boat runs slower and surges slightly at WOT.

this will have to be done on the water , too many rpms just on the muffs.thres above will help you out.

Thank You, I appreciate the guidance and the additional thread's information.
Sounds a lot like I need to drag it to a remote boat ramp and get'er done!

Regarding the thread on setting the timing without the plugs in and using a 4 deg offset does that apply to all ignition system types or later models? I was a little unclear on if it was pertinant to my OLD motor?
