With the motor on a boat, in the lake, run at full throttle and adjust the high speed knob to where it runs the smoothest. You generally do this by turning it to the left till it runs rough, then turn it back to the right till it smooths out. Turning it more to the right will make it quickly lose power and may even stall. Correct setting is before that lose power/stall point.
Slow speed needle is set in a similar fashion except you do it at idle speed. When that one is too far to the right it will "lean sneeze". Back it off to the left till it quits that sneezing.
No, do not try to restrict the horsepower by mis-adjusting the knobs. Figure out some way to limit the throttle travel. Take a look at what limits it now.
