Can't get 8 hp out of gear

I have a 98 Mercury 8 hp. As far as I recall it was in nuetral the last time I turned it off. I changed the impellar, which required me to remove the lower unit. When I put it back together it was in gear and will not go into nuetral. The gear shift moves but it does not accomplish getting it out of gear.

Any ideas?

It's it's a splined shift shaft like every other Merc i've worked on then the splines didn't line up when you put it back together. You'll have to pull it again and find the proper mesh, I've had luck shifting the shifter forward and shifting the lower manually into forward and having it line up, some need reverse, some need neutral. What does your manual say?
