Can't get lower unit off!

Hi,
I have 04 efi 4 stroke merc 60 hp. I am trying to change the impeller on. I have read the manual several times and removed all 5 bolts, put in neutral, trying to pull straight down and to no avail. the prop side with the cotterpins is loose but it appears there is something still connected on the shaft.
Do I need to be in gear?

Any ideas what it could be. the manual gives me no clues.

Did you take the trim tab off? There is a nut under the tab.

Yes i did it is sticking on the linkage i think.

did the lower unit come loose at all? or is it still tight like a bolt could still be holding it? also in most cases you want a mercury in forward gear when removing. it will make it easier to reinstall so you can turn the splines to align the crank. but what gear its in wont stop the lower unit from coming off. if its tight it could be stuck on the guide pins and need alittle helpful nudge to get it loose. there could also be a speedometer conection that can hold on alittle.

Yes it had to be in forward. It was just a matter of putting it in gear and then slowly using a screwdriver to separate the lower unit it had a very tight fit.

In neutral it felt "Hung up" in there.,but in forward it came off.
