Can't get more then 2500 RPM

I have a 1986 225 Evinrude 225 hp M: E225TXCD S: B1146525

I have been using it all season (3 X a week) since May. Always runs perfect!

Well reverse stopped working, the shift assembly had a lot of play in it, so I could not get enough adjustment to get all 3 gears, so I had it welded and all is well now.

So after that I take it to the water and can't get more then 2500??

I have took all wires off and all compression is mid to high 90's, there is good spark in all wires. while running removed a wire to see if one side is not running all is fine there.

I am getting full throw on the throttle cable, the timing advance is moving all the way to the stop at WOT and the butter fly linkage is also moving to full when WOT.

Fuel delivery is also working fine, ball hard, does not collapse, filters are new, gas is new.

What am I missing??

I have another issue also unrelated and will ask about that after or if I get this fixed!

1. Use a temperature probe and verify that the engine is not overheating.
2. Disconnect the tan temperature wire from the pack and retest. If the engine now performs properly, replace the temperature switch.
3. Make sure the tan temperature switch wire is not located next to a spark plug wire.
4. Disconnect the VRO sensor from the engine harness and retest. If the engine performs correctly, replace the VRO or sensor.

The VRO has been disconnected for years, so this should not have anything to do with it.

As per the manual I disconnected the tan wires from the censors and still the same?? I drove the boat today and after trying to figure stuff out I bet it ran half hour and cool as can be so it is not over heating.
