Can't get motor to throttle down!!!!!

I have a 1974 Mercury 200 (20hp) and I am unable to get my motor to throttle down. It is a cable steer motor, so I unhooked the cables and manually moved the throttle but in every position it is at full throttle in every gear. From the moment I start the motor, it runs at full throttle, in forward it runs above idle speed but is still able to throttle to faster speeds and back down. Any suggestions on what to do to be able to be able to adjust the throttle? Thanks in advance!

any thoughts?
could i just need to adjust the throttle screw on the carb?
or could I have installed the lower unit with the forward lever too far forward?
